AFSS

Annual Fire Safety Statement

Required every year by NSW councils for all buildings with essential fire safety measures. Your fire safety practitioner must certify that emergency lighting has been tested and is operational. A single failed spitfire or dead exit sign can hold up your entire AFSS.

OC

Occupation Certificate

Required at the end of a construction or major renovation project before a building can be legally occupied. All essential services — including emergency lighting — must be tested, commissioned and certified. Developers and builders cannot hand over a building without a valid OC.

PC

Practical Completion

The contractual milestone at which a construction project is considered substantially complete. Emergency lighting must be fully installed, tested and operational before PC can be signed off. Delays in emergency lighting compliance can hold up the entire project handover.

An Annual Fire Safety Statement (AFSS) is a document that building owners in NSW must submit to their local council each year, confirming that all essential fire safety measures — including emergency lighting — are maintained and operational. What happens if my building fails the AFSS emergency lighting inspection? +
